Open Letter to the Korean People

(Welcoming the Opening the Hyosoon-Miseon Peace Park)

Dear Korean Friends,

On this historic opening of the long-awaited “Hyosoon-Miseon Peace Park” in Yangju City, South Korea, we send our warm greetings to all the Korean people who are assembled for this special ceremony on June 13. As a small contributor for the construction of this peace park, we are very pleased to hear of this ceremony and join you in spirit. In particular, we want to send our congratulations to all the Korean volunteers and the civil society groups that have worked so hard for many years to finish this important project successfully.

 

Whenever we think of the untimely deaths of the two Korean teenage school girls, we also feel your deep pain and sadness over this great tragedy. As former soldiers of the U.S. military, including many veterans of the Korean War and those who served in South Korea in the post-Armistice period, we would like to offer our sincere apology to the surviving family members of Shin Hyosoon and Shim Miseon as well as other Korean people who have suffered much due to the many crimes that have been committed in Korea by the U.S. military in the past 75 years.

 

It is very encouraging for us to see that the deaths of Hyosoon and Miseon are not in vain. Their cruel death on June 13, 2002, caused by a 50-ton U.S. armored vehicle travelling on a public road, and the subsequent acquittal of the three crew members of the vehicle in a U.S. military tribunal aroused justified anger among many Korean people-sparking a series of candlelight, vigil protests for about ten months in South Korea. This people’s movement resulted in the birth of a new protest culture of candlelight vigils in South Korea.

 

Finally, we believe that a full justice for Hyosoon and Miseon will be realized only when all the U.S. troops leave Korea. We hope such a day will come in the near future so that Korean people can live in peace at last—free from any fear or danger of the foreign forces and their deadly weapons of mass destruction. Let’s work together for a permanent peace in Korea!

친애하는 한국 친구들에게, 

 

고대하던 한국 양주에서 “효순-미선 평화공원”의 역사적인 개장을 앞두고, 6월 13일 이 특별한 기념식을 위해 모인 한국민 모두에게 따뜻한 인사를 보냅니다. 이 평화공원을 건설하는 데 작은 공헌자로서, 우리는 이 기념식에 대해 듣게 되어 그리고 정신적으로 함께 하게 되어 매우 기쁩니다.
특히 이 중요한 사업을 성공적으로 마무리하기 위해 다년간 노력한 모든 한국 자원봉사자들과 시민사회단체들에게 축하의 말을 전하고 싶습니다.

 

두 한국 10대 여학생의 때 아닌 죽음을 생각할 때마다, 우리는 이 큰 비극에 대한 여러분의 깊은 고통과 슬픔을 느낍니다. 한국전쟁 참전용사와 휴전 이후 기간 동안 한국에서 복무한 이들을 포함하여 미군 출신 군인으로서, 지난 75년 동안 미군이 한국에서 저지른 많은 범죄로 많은 고통을 받아온 신효순, 심미선 가족뿐 아니라 다른 한국인들에게도 진심어린 사과를 하고 싶습니다.

 

효순과 미선이의 죽음이 헛되지 않다는 것을 보는 것은 우리에게 매우 고무적인 일입니다. 2002년 6월 13일, 50톤 미군 장갑차가 공공도로를 주행하면서 발생한 효순, 미선이의 잔인한 죽음과 이후 미군재판소에서 세 명의 대원들에 대한 무죄 판결은 많은 한국인들 사이에서 정당한 분노를 불러일으켰으며 촛불시위를 촉발시켰고, 한국에서 10개월 동안 촛불시위가 계속되었습니다. 이러한 민중운동은 한국에서 촛불시위의 새로운 시위문화가 탄생하는 결과를 낳았습니다.

 

끝으로 우리는 모든 미군들이 한국을 떠나야 효순과 미선에게 완전한 정의가 실현될 것으로 믿습니다. 우리는 가까운 미래에 이런 날이 도래하여 마침내 한국 국민들이 평화롭게 살 수 있기를 희망합니다. 외국군과 그들의 치명적인 대량살상무기에 대한 두려움이나 위험으로부터 벗어나서 말입니다. 한국의 항구적인 평화를 위해 함께 노력합시다!

 

이 평화공원에서 효순이와 미선이가 영원하길!
지금 당장 한국전쟁을 끝내라!
